Polityka Rowerowa
Miasto nie posiada Polityki Rowerowej. 23 kwietnia 2012 r prezydent miasta podpisał dokument określający standardy budowy dróg rowerowych w mieście (Zarządzenie nr OR-I.0050.182.2012 Prezydenta Miasta Opola z dnia 23 kwietnia 2012 r. w sprawie tworzenia korzystnych warunków dla rozwoju systemu transportu rowerowego na terenie miasta Opola), przyjęty wcześniej przez ratuszowy zespół ds. infrastruktury rowerowej. Określa on (załącznik do zarządzenie pt. "Wytyczne konstrukcyjne do wydzielania i budowy dróg dla rowerów" między innymi że:
- nawierzchnia dróg rowerowych musi być bitumiczna w kolorze czerwonym,
- krawężniki na drogach rowerowych (skrzyżowania) nie mogą mieć więcej niż 1 cm,
- zakręty muszą być prowadzone pod odpowiednimi kątami,
- na przejazdach z sygnalizacja będą montowane barierki - jako podpórki,
- droga rowerowa musi zapewniać odpowiednia widoczność (brak zasłaniających znaków, żywopłotów) w miejscach niebezpiecznych (skrzyżowania),
- możliwe będzie tworzenie śluz rowerowych.
Ponieważ nie udało się ustalić consensusu w sprawach kontrapasów rowerowych - w dokumencie brakło zapisu o tym elemencie infrastruktury rowerowej.
Budżet rowerowy w Opolu
Na rok 2014 Urząd Miasta nie zarezerwował żadnej kwoty na inwestycje rowerowe.
Na rok 2013 wstępnie Urząd Miasta zarezerwował 100.000 zł - głównie na poprawę istniejącej infrastruktury. Ostatecznie kwota ta wzrosła do 800.000 zł.

Opole posiada około 37 km dróg i ścieżek rowerowych (koniec 2014 roku)

Oficer rowerowy w Opolu
Od marca 2012 roku stanowisko pełnomocnika prezydenta ds. infrastruktury rowerowej, tzw. oficera rowerowego obejmuje Sławomir Szota.
Do zadań oficera należy między innymi: monitorowanie i opiniowanie infrastruktury rowerowej oraz nadzorowanie wdrożenie systemu miejskich wypożyczalni rowerów. Pełnomocnik prezydenta jest zatrudniony w Miejskim Zarządzie Dróg.
Historia powołania oficera rowerowego
W lutym 2011 roku prezydent miasta powołał zespół ds. infrastruktury rowerowej, który będzie m.in. odpowiadać za rozwój sieci ścieżek rowerowych oraz opiniować wnioski dotyczące nowych ścieżek, składane do budżetu miasta. Przewodniczącym zespołu jest radny Adrian Wesołowski z PO.
8 lutego 2012 roku miasto ogłosiło nabór na stanowisko oficera rowerowego, który ma być zatrudniony na umowę o dzieło. Na początku marca zgłosiło się 13 kandydatów na to stanowisko. Wyboru dokonała komisja (Adrian Wesołowski (PO), Beata Kubica (Zieloni 2004), Marcin Ociepa(RdO), Adam Olbert - niezrzeszony oraz reprezentantka wydziału urbanistyki) i nowe stanowisko objął Sławomir Szota z Klubu Turystyki Rowerowej Rajder..
Rower Miejski w Opolu
W Opolu 19 stacji w których możemy wypożyczyć 188 klasycznych rowerów miejskich oraz 10 rowerów cargo (bagażowych).
Aby skorzystać z z wypożyczalni rowerów najpierw należy się zarejestrować na stronie internetowej operatora Nextbike.pl i przelać 10 zł jako opłatę inicjacyjną. Jako login (nazwa użytkownika) podawany jest nasz numer telefonu komórkowego (z tego wynika, że musimy posiadać taki telefon aby skorzystać z wypożyczalni).
Po podejściu do stacji wypożyczalni (terminala) wybieramy opcje "Wypożycz" i wpisujemy nasz numer telefonu oraz kod PIN otrzymany podczas rejestracji. Jeżeli w stacji jest wolny rower, zostanie wyświetlony jego numer oraz kod do zamka szyfrowego linki zabezpieczającej. Musimy zapamiętać ten kod (najlepiej zapisać sobie go do telefonu komórkowego). Podchodzimy do roweru, odbezpieczamy linkę za pomocą podanego kodu do zamka szyfrowego i możemy ruszać. W zależności od czasu jazdy z naszego konta zostanie pobrana opłata wg. cennika:
Cennik Opole Bike:
- 0-20 minut - bezpłatnie
- 21-60 minut - 2 zł
- każda godzina powyżej 60 minut - 4 zł
Jeżeli będziemy korzystać z rowerów w na krótki okres czasu - do 20 minut, praktycznie bez przerwy będziemy jeździli za darmo. Opłata zostanie naliczona dopiero wtedy, gdy przekroczymy 20 minut ciągłej jazdy (bez zwracania roweru do stacji).
Aby oddać rower musimy podejść do terminalu, zalogować się wprowadzając swój nr telefonu i PIN a następnie zatwierdzić zwrot przyciskiem TAK. Po pojawieniu się komunikatu "zwrot przyjęty, zapnij rower" należy wprowadzić rower do uchwytu stojaka i przypiąć go linką z szyfrem.
W przypadku kiedy na stacji nie ma wolnego miejsca rower należy przypiąć gdzieś obok, do stałego elementu (znak drogowy, krata). Maksymalny czas wypożyczenia jednośladu to 12 godzin (co będzie nas kosztowało 46 zł). Po tym czasie operator będzie próbował się z nami skontaktować w celu wyjaśnienia sprawy (za co są dodatkowe opłaty).
Jeśli terminal nie działa rower można wypożyczyć lub zwrócić za pomocą infolinii (22) 38 21 312.

Historia powstania Roweru Miejskiego w Opolu
Na ogłoszony przez Urząd Miejski przetarg na utworzenie sieci wypożyczalni rowerowych pod koniec marca wpłynęły dwie oferty:
- Nextbike za 630 tys. zł (tyle właśnie Opole planowało wydać na system roweru Miejskiego)
- Pro Sport za 599 tys. zł. (system Homeport)
Wybrano ofertę firmy Nextbike. Umowę podpisano na 2 i pół roku. Wypożyczalnia rowerów rozpoczęła swoją działalność 14 czerwca 2012 roku z 10 stacjami oraz 110 rowerami.
Pod koniec 2014 roku było 13 stacji oraz 110 rowerów.
2015 - przetarg na prowadzenie roweru miejskiego
Na wiosnę 2015 roku miasto rozpisało przetarg na prowadzenie Roweru Miejskiego. Wpłynęły trzy oferty firm:
- WiM System - 1,5 mln zł, uruchomienie systemu w 28 dni, dodatkowe 3 stacje
- BikeU - 2,8 mln zł
- Nextibie - 1,4 mln, uruchomienie systemu dzień po podpisaniu umowy, dodatkowe 1 stacja
Zwyciężyła oferta firmy Nextbike. Ta firma - ponownie - będzie prowadzić sieć wypożyczalni przez cztery kolejne lata. Wartość umowy to 1,4 mln zł. W jej ramach ma być dostępnych 15 stacji wypożyczeń oraz 150 rowerów (plus 10 rezerwowych).
Rower miejski ma działać od 1 marca do 30 listopada. Cennik korzystania z jednośladów nie zmienia się.
2017 - nowe trzy stacje
Dodano trzy nowe stacje: przy ulicach Katowickiej, 1 maja i alei Solidarności.

W Opolu w autobusach miejskich od marca 2014 można przewozić rowery, ale pod kilkoma warunkami:
- poza godzinami szczytu
- należy kupić dodatkowy bilet
Do marca 2014 w Opolu w autobusach miejskich rowerów nie wolno było przewozić. Regulamin Miejskiego Zakładu Komunikacyjnego wyraźnie tego zabraniał w paragrafie 17.
